Coal, certifying that the Wyoming had not been supplied with Coal from any place subject to the territorial jurisdiction of New Jersey

during

the

previous

three months.

This, it is understood, is the course usually pursued by Belligerent vessels in other British Ports and Waters, and although it is doubtless through inadvertence that it has not been followed in the present instance, it will be the duty of His Excellency The Governor to bring the matter under the notice of Her Majesty's Government.

I am also to inform you that under instructions from Her Majesty's Government issued in consequence of the arrival of the Wyoming in this neighbourhood in the month of April last year, it will be the duty of The Governor to submit to the Legislative Council an Ordinance to prevent supplies being taken from Hong Kong to belligerent Vessels anchored either in the waters of this Colony, or in the immediate neighbourhoods of them other than such supplies as are within the limits of permission accorded by the Proclamation of March 26.

I have to

Colonial Secretary.
